The
next Joint CSIR-UGC Test for Junior Research Fellowship and Eligibility for
Lectureship will be conducted by the Examination Unit, Human Resource
Development Group, Council of Scientific and Industrial Research (CSIR), on
23rd June, 2013.
The
National Eligibility Test (NET), is for determining the eligibility of Indian
Nationals for the award of Junior Research Fellowships (JRF) NET and for
determining eligibility for appointment of Lecturers (NET) in in certain
subject areas falling under the faculty of Science & Technology.
The
test will be conducted in (i) Chemical Sciences (ii) Earth, Atmospheric, Ocean
and Planetary Sciences (iii) Life Sciences (iv) Mathematical Sciences (v)
Physical Sciences and (vi) Engineering Sciences.
The
award of Junior Research Fellowship (NET) to successful eligible candidates
will depend on their finding admission/placement in a University/National
Laboratory/Institution of higher learning and research, as applicable.
A
candidate may apply either for ‘JRF’ or for ‘Lectureship (LS) only’. The
preference may be indicated while applying. CSIR may consider candidates
applying for ‘JRF’ or‘Lectureship only’, depending on number of fellowships
available & performance in the test, subject to the eligibility condition prescribed.
Two
separate merit lists, one comprising the candidates qualifying for the award of
Junior Research Fellowship (JRF -NET) and the second, of those candidates
qualifying the Eligibility Test for Lectureship (NET), will be made on the
basis of their performance in the Test. Candidates qualifying for JRF (NET),
will also be eligible for Lectureship(NET), subject to fulfilling the
eligibility criteria laid down by UGC.
Those
qualifying for Lectureship will be eligible for recruitment as Lecturers as
well as for JRF-ship in a Scheme/Project, if otherwise suitable. However,they
will not be eligible for Regular JRF-NET Fellowship. If a candidate is found to
be overage for JRF (NET), he/she will automatically be considered for
Lectureship-(NET) only. Those qualifying for the award of JRF (NET) will
receive fellowship either from CSIR or UGC as per their assignment or from the
Schemes with which they may find association.Those declared eligible for Junior
Research Fellowship under UGC scheme will be governed by UGCrules/regulations
in this regard.
Educational Qualification: Applicant
should hold BS-4 years program/ BE/ BTech/ BPharma/ MBBS/ Integrated BS-MS/MSc
or equivalent Degree with at least 55% marks for General and OBC (50% for
SC/ST, Physically and Visually Handicapped candidates). Those enrolled for M.Sc
or having completed 10+2+3 years of the qualifying examination are also
eligible to apply under the Result Awaited (RA) category on the condition that
they complete the qualifying degree with requisite percentage of marks within
the validity period of two years to avail the fellowship from the effective
date of award.Such candidates will have to submit the attestation format (Given
at the reverse of the application form) duly certified by the Head of the
Department/Institute from where the candidate is appearing or has appeared. BSc
(Hons) or equivalent Degree holders or those enrolled in Integrated MS-PhD
program with at least 55% marks forGeneral and OBC candidates (50% marks for
SC/ST, Physically and Visually handicapped candidates) are also eligible to
apply. Candidates with Bachelor’s Degree, whether Science, Engineering or any
other discipline, will be eligiblefor fellowship only after getting
registered/enrolled for PhD/Integrated PhD program within the validity period
of two years.
The eligibility
for lectureship of NET qualified candidates will be subject to fulfilling the
criteria laid down by UGC. PhD Degree holders who have passed Master’s Degree
prior to 19th September 1991, with at least 50% marks are eligible to apply for
Lectureship only.
Age Limit & Relaxation: For JRF
(NET), the upper age limit is 28 years as on 1.1.2013 which is relaxed up to 5
years in case of candidates belonging to SC/ST/OBC, Physically
handicapped/Visually handicapped and female applicants. There is no upper age
limit for LS (NET).
Date and scheme of the test : The
single paper multiple choice questions MCQ based test for 200 marks and
duration of 3 hours, will be held on 23rdJune, 2013 (Sunday) at Bangalore,
Bhavnagar, Bhopal, Bhubaneshwar, Chandigarh, Chennai, Cochin, Delhi, Guntur,
Guwahati, Hyderabad, Imphal, Jammu, Jamshedpur, Karaikudi, Kolkata, Lucknow,
Nagpur, Pilani, Pune, Raipur Roorkee, Srinagar, Thiruvananthapuram, Udaipur and
Varanasi.
If
sufficient number of candidates do not opt for any of these Centres, that
particular Centre may stand deleted from the above list OR otherwise also, the
concerned candidates may be allotted another centre nearest to their place of
residence, at the discretion of CSIR. No TA/DA will be admissible to any candidate
for attending the test, in any circumstances. No request for change of centre
opted would ordinarily be granted except on merit, if a request in writing is
received in the unit latest by 12.04.2013.
The
examination will be conducted as per the following Schedule:
Morning
Session (9 am to 12 noon): (i) Life Sciences (ii) Earth, Atmospheric, Ocean and
Planetary Sciences (iii) Physical Sciences.
Afternoon
Session (2 pm to 5 pm): (i) Chemical
Sciences (ii) Mathematical Sciences (iii) Engineering Sciences.
The
question booklet will be distributed 15 minutes before the scheduled time of
the exam. The Answer sheet (OMR Sheet) shall be distributed at the scheduled
time of the exam.The actual number of questions in each part and section to be
asked & attempted may vary from exam to exam. The Question Booklet will be
printed in Hindi & English except in Engineering Sciences, where the
question booklet will be printed in English only. Those opting for Hindi medium
in the Application Form, will be supplied Question Booklet printed in bilingual
and those opting for English medium including candidates in Engineering
Sciences, will be supplied Question Booklet printed in English Version only.
The
question paper shall be divided into three parts, (A, B & C) as per syllabus
& Scheme of Exam. Part 'A' will be common to all subjects including
Engineering Sciences. This part will contain questions pertaining to General
Aptitude with emphasis on logical reasoning, graphical analysis, analytical and
numerical ability, quantitative comparison, series formation, puzzles etc.
In
Engineering Sciences, Part ‘B’ will have questions pertaining to Mathematics
& Engineering Aptitude & Part ‘C’will contain multiple choice questions
(MCQs), related to the subject, covering the topics in the syllabus.
For
other disciplines (other than Engineering), Part 'B' will contain conventional Multiple Choice
questions (MCQs), related to the subject, covering the topics given in the
syllabus and Part 'C' will contain higher value questions that may test the
candidate's knowledge of scientific concepts and/or application of the
scientific concepts. The questions shall be of analytical nature where a
candidate is expected to apply the scientific knowledge to arrive at the
solution to the given scientific problem. Negative marking for wrong answers,
wherever required, will be applicable as per scheme of Exam. The Syllabus &
Scheme of the examination is given in Appendix ‘I’ of the Information Bulletin.

Application: Application can be
submitted through Offline or online method.
Offline : Information Bulletin and
Application forms may be obtained by hand from 5.2.2013 to 1.3.2013 through
notified branches of Banks by paying Rs. 400/-for General,Rs. 200/-for Other
Backward Classes (OBC) and Rs. 100/- forSC/ST/Physically Handicapped (PH) or

The
information Bulletin and Application form may also be obtained through Value
Payable Post from 5th February, 2013 (Tuesday) to 25th February, 2013
(Wednesday), from the Indian Bank, 3/1, West Patel Nagar, New Delhi - 110 008,
by sending a crossed Demand draft for Rs. 400/-, Rs. 200/- or Rs.100/-(as the
case may be) drawn in favour of ‘Indian Bank, West Patel Nagar, New Delhi’,
payable at New Delhi. The request should be accompanied by 2 self-addressed
slips clearly mentioning the address at which the Information Bulletin &
Application Form has to be sent by Value Payable Post. Applicant should write
his/her name, date of birth, address, date of examination (23.06.2013) and
subject code on the back of the Demand Draft.
Applicant
should check that the Serial number printed on the Information Bulletin,
Application form, Certificate of Postage card and on the envelope are the same.
Application
can also be submitted online from 5th February, 2013, to 2nd March, 2013,
through the link available at www.csirhrdg.res.in.
In order to apply Online the candidates are required to download Bank challan
Proforma from the above website and deposit the requisite examination fee in
any branch of Indian Bank, latest by 1.3.2013.
After
successful submission of online application, applicant is required to take
print out of the Application Form, paste his/her recent black & white
photograph, put his/her signature at the required space, attach requisite
certificates and send it, alongwith CSIR marked copy of fee deposited Bank
Challan in an envelope super scribed with Subject Code, Centre Code &
Medium Code to Sr.Controller of Examination, Human Resource Development Group,
Examination Unit, CSIR Complex, Library Avenue, Pusa, New Delhi-110012.
Candidate seeking fee concession should attach an attested copy of his/her
category certificate as a proof of his/her claim.
The
application form (through Bank or online), duly completed with requisite
enclosure should be sent by Ordinary post in the prescribed envelope supplied
with Information Bulletin (if applicable) to the Sr. Controller of Examination,
Examination Unit, Human Resource Development Group, CSIR Complex, Opposite
Institute of Hotel Management, Library Avenue, Pusa, New Delhi- 110012,so as to
reach Examination Unit CSIR on or before 07.03.2013. A photocopy of the hard
copy (Online or offline) sent to Exam Unit must be retained by the candidate.
In
respect of candidates applying from Assam, Arunachal Pradesh, Meghalaya,
Mizoram, Manipur, Nagaland, Tripura, Sikkim,Ladakh Division of J&K State,
Lahaul and Spiti district of Himachal Pradesh, Andaman and Nicobar Islands and
Lakshdweep, the completed application form must reach the Sr.Controller of
Examination CSIR on or before 13.03.2013. Any change in address of
correspondence should be promptly brought to the notice of Examination Unit
by12.04.2013.
The
tentative list of candidates registered for this test will be made available at
the website on 13thMay, 2013. Admission Certificates to all registered
candidates will be dispatched three weeks before the test. If any candidate
does not receive the same by 17thJune, 2013, he/she must download duplicate
Admission Certificate from the website. Candidates are not allowed to carry
Question Booklet & Answer Sheet (OMR Sheet) after the Examination.
The
final result of the test may be declared in September, 2013 and fellowship to
successful candidates could be awarded from 1st October, 2013 with the validity
period of 2 years for joining the fellowship under CSIR Scheme.
The
candidates declared successful will be required to submit a copy of their Admit
Card, matriculation certificate/mark sheet, required degree certificate/mark
sheet, proof of enrolment in integrated MS-Ph D. program to Sr. Controller of
Examination, Examination Unit, Human Resource Development Group, CSIR
Complex,Opposite Institute of Hotel Management, Library Avenue, Pusa, New Delhi
110012. No separate intimation letter will be issued to successful candidate.
