The
Engineering Services Examination, 2013 conducted by the Union Public Service
commission will be held from 28th June, 2013
at Agartala, Ahmedabad, Aizawl,
Aligarh, Allahabad, Bangalore, Bareilly, Bhopal, Chandigarh, Chennai, Cuttack,
Dehradun, Delhi, Dharwad, Dispur, Gangtok, Hyderabad, Imphal, Itanagar, Jaipur,
Jammu, Jorhat, Kochi, Kohima, Kolkata, Lucknow, Madurai, Mumbai, Nagpur, Panaji
(Goa), Patna, Port Blair, Raipur, Ranchi, Sambalpur, Shillong, Shimla,
Srinagar, Thiruvananthapuram, Tirupati, Udaipur and Vishakhapatnam.
The
Engineering Services Examination is for recruitment to the Services/posts under the different
categories which include Category I -Civil Engineering, Category II -Mechanical
Engineering, Category III -Electrical Engineering and Category IV -Electronics
& Telecommunication Engineering. There are 9 categories of Posts in the
Civil Engineering Category. The number of categories of posts under Mechanical,
Electrical and Electronics and Telecommunication categories are 13, 10 and 12
respectively.
The
number of vacancies to be filled up based on the results of the examination is
approximately 763, including 19 PH vacancies. Reservations are available for
SC/ ST/ OBC/PH categories. The details of the Groups and Posts under each

Applicants
must generally be citizens of India. Exceptions to this are given in detail in
the Notification. Applicant should hold a Degree in Engineering from a
University incorporated by an Act of the Central or State Legislature in India
or other Educational Institutions established by an Act of Parliament or
declared to be deemed as Universities under Section 3 of the University Grants
Commission Act, 1956 or should have passed Section A and B of the Institution
Examinations of the Institution of Engineers (India) or obtained a Degree/Diploma
in Engineering from such foreign University/College/Institution and under such
conditions as may be recognized by the Government for the purpose from time to
time or passed Graduate Membership Examination of the Institute of Electronics
and Telecommunication Engineers (India) or passed Associate Membership
Examination Parts II and III/Sections A and B of the Aeronautical Society of
India or passed Graduate Membership Examination of the Institution of
Electronics and Radio Engineers, London held after November, 1959.
An
applicant for the post of Indian Naval Armament Service (Electronics
Engineering Posts and Engineer Group 'A' in Wireless Planning and Coordination
Wing/Monitoring Organization) may possess any of the above qualifications or
M.Sc Degree or its equivalent with Wireless Communication, Electronics, Radio
Physics or Radio Engineering as a special subject.
Those
who have appeared at any one of the qualifying examinations but the result of
which has not been declared, as well as those intending to appear at such a
qualifying examination may also apply. Their admission would be deemed to be
provisional and subject to production of proof of having passed the requisite
qualifying examination along with the detailed applications which will be
required to be submitted by the candidates who qualify on the result of written
part of the examination which is likely to be declared in December, 2013.
Applicant
must have attained the age of 21 years and must not have attained the age of 30
years on the 1st January, 2013. Applicant must have been born not earlier than
2nd January 1983 and not later than 1st January, 1992. The upper age-limit will
be relaxed up to 5 years for SC/ST applicants and up to 3 years in case of OBCs
who are eligible for reservation benefits. More details on relaxation including
those for service people are given in the Notification.
Applicants
must be physically fit according to physical standards for admission to
Engineering Services Examination, 2013, as per guidelines in Appendix-II of
Rules for Examination published in the Gazette of India Extraordinary dated 6th
April, 2013.
Fee:
Females/SC/ST applicants/PH applicants are exempted from payment of fee. For
others, the Fee is Rs.200/-, which can be paid by cash at any Branch of SBI or
by using Net Banking facility of State Bank of India/ State Bank of Bikaner
& Jaipur/Sate Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala
/State Bank of Travancore or by using Visa/Master Credit/Debit Card. No fee
exemption is available to OBC applicants.
Application: Application (Part I and
II) can be submitted only online, at http://upsconline.nic.in/mainmenu2.php#
till 11.59 p.m on 6th May, 2013.

Applicant
should decide the choice of the centre and also the engineering discipline for
the examination while filling the online application form. A candidate may
apply for admission to the Examination in respect of any one of the categories
of the services/posts mentioned, namely, Civil Engineering, Mechanical
Engineering, Electrical Engineering or Electronics & Telecommunication
Engineering.
All
the applicants are required to provide valid & active email i.d. while
filling up online application form as the Commission may use electronic mode
for contacting them. Only one application should be submitted. However, if due
to any unavoidable situation, if an applicant submits another/multiple
applications, then he must ensure that the application with the higher
(Registration ID) RID is complete in all respects like applicants' details,
examination centre, photograph, signature, fee etc. In such cases, only the
applications with higher RID will be accepted and the fee paid against one RID
will not be adjusted against any other RID.
E-admission Certificate: Eligible
candidates shall be issued an e-Admission Certificate three weeks before the
commencement of the examination. The e-Admission Certificate will be made
available on the UPSC website (www.upsc.gov.in ) for being downloaded by
candidates. No Admission Certificate will be sent by post.
Plan of Examination: The Examination
will have two parts. Part I, the written Examination will comprise two
sections. Section I will consist only of objective types of questions and
Section II of conventional papers. Both Sections will cover the entire syllabus
of the relevant engineering disciplines - Civil Engineering, Mechanical
Engineering, Electrical Engineering and Electronics & Telecommunication
Engineering.
Section
I will have 3 objective type papers each of 2 hours duration and each carrying
200 mars. Of the three objective type papers, one paper will be the General
Ability Test and the other two will be based on the Engineering branch chosen.
The General ability test will have two parts, Part A being General English and
Part B being General Studies.
The
standard of paper in General Ability Test will be such as may be expected of an
Engineering/ Science Graduate. The standard of papers in other subjects will
approximately be that of an Engineering Degree Examination of an Indian
University. There will be no practical examination in any of the subjects.
In
Section II, there will be two conventional papers from the Engineering branch
selected, each of 3 hours duration and carrying 200 marks each. The standard
and syllabi prescribed for these papers are given in Schedule to the Appendix
in the Notification.
In
objective type question, there will be penalty for wrong answers. Special
Instructions for conventional papers is given in Annexure III of the
Notification. Part II, is the Personality test carrying a maximum of 200marks
of such of the candidates who qualify on the basis of the written examination.
